Employees must wash hands

It is funny that the signs that state this rule,
employees must wash hands before returning to work
,
are placed where they are.
The signs are often by the sink, when any employee who really needs this sign will never see it.
Wouldn't an employee who forgot or does not wash his or her hands just go right
for the door and not look near the sink and thus not at the sign?
This makes me think that the sign is there just to be visible to the other
people who do wash their hands.
It is as if the sign is placed only to assure the customers that the rule exists.
However, rules are useless unless they affect behavior, and signs are useless unless they are read.
